The social agents hold the autonomy to specify, in each specific strike and sector, minimum services based on the essential services included in Spanish law. The list of essential public services includes the following: life, liberty, security, health, environment, artistic heritage, protection of freedom of movement, assistance and social prevention, and education. The short-term minimum services are set by means of collective bargaining.
